Institute creation. History

History of the Institute creation is inseparably connected with W-Rays discovery.

2.1_1X-Ray discovery is connected with a nameof Wilhelm Conrad Roent­gen. He’d first published the article about x-rays. Roentgen’s original paper, «On A New Kind Of X-Rays,» was published December 28, 1895. He’d first published radiogram of his wife’s hand, that marked the beginning of the usage of X-rays in medicine.

First roentgenologic cabinet started it’s work in Kyiv on 1898 in the hospital of the Monaster of the Virgine protectress.

In 1909 X-ray apparatus had worked in the clinic of the Stragesko N.D., Military hospital, private Roentgeninstitute (E.R Veber, W.G. Bergman, G.G. Bergman) in cabinets of private physicians (Paul and Liberzon).

2.1_2After the beginning of the First World War, September, 2 1914 initiative group of residents of Kyiv (M.P. Dukelskiy, I.I. Kosonogov, A.N Zarubin., J.RTeslenkoetal.) had founded social organisation with the name «Committee of the help to in­jured with the X-ray examination». It was consisted of professors and lecturers of Kyiv University and Kyiv Polytechnic Institute, as well as 6 physicians. Chair­man was I.I. Kosonogov.

For the X-ray apparatus creation were used inductor alternators, transformators and so on, that were granted by physical cabinets of the University, Polytechnic Institute and Kyiv gymnasiums.

On the base of this X-ray apparatuses 3 roentgenological cabinets in the mili­tary hospitals were opened:

•   on Lukjanowka (now- Platona Majborodistr., 30-32, Scientific-Research Institute of Neurosurgery), head – engineer J.P. Teslenko;

•   on Voznesenskyi descent (nowSmirnova-Lastochkina str., 20, building of Artistic Institute), head – Dr. M.I. Shor;

•   on Pechersk (now – Central Hospital of the Armed Force of Ukraine), head – A.N. Zarubin.

2.1_3At the middle of 1915 Committee had 21 stationary and 1 mobile roentgeno­logical cabinet.

Since 1915 Committee had started to published first in Russia roentgenologic journal – «Roentgenologic news».

In 1918 by U.P. Teslenko and the Department of Kyiv H Service and gubispolkom made a decision about liquid. of the «Commission of help to injured…» and establishi on its base «Kyiv city X-ray service». U.P. Teslenko was ap ed as a director.

2.1_4«Kyiv city X-ray service» was situated at Rejter’s str. In 1 919 the Service was removed to Shevchenko’s boulevar (now it isShevchenko University principal’s office) to the r what was & kitchen room before.

On 1 5-16 of July in 1920 «Kyiv city X-ray service» was n to Tolstogo str, 7 (Millioner Tereschenko’s mansion). On Ju «Kyiv city X-ray service» was reorganized into Kyiv Rentge gy Institute (KRI).

U.P. Teslenko was appointed as a di By the order from Gubzdravfrom 7th in 1920 were confirmed the structui staff list. So this date is an official date establishment of the institute.

1920-1924 years

2.1_61921. Tasks of Kyiv Roentgenology Institute:

•   Development and implementation in clinical practice roentgenological disciplines and  their teacing in medical departments

•   Spreading of roentgenological  knowledge’s among medical community.

•   Creation of roentgenological service.

•   Training of the stuff X-ray technicians, laborrians and roentgenologists.

•   Aiding of qualified roentgenological help to population.

1 921 – office of the head of studies is introduced into stuff of the Institute.

1 921 – experimental workrooms for the fabrication of; Шагу X-ray apparatuses, vacuum-laboratory and glass blowery are created.

1 923 – professor V.K. Roshe is coming into the phys technical laboratory, reorganization of the laboratory the roentgenophysical department.

1 924 – usage of the deep X-ray therapy in the treatment of oncology patients (malignant neoplasms of uterum ovarian, mammary glands, mediastinum).

1924 – organization of the department of experimental biology and medicine (A.A. Krontovskyi, since 1 93 M.A. Magat).

2.1_7A.A. Krontovskyi (1 885-1 933) – pathologist-experimantator. In 1911 he graduated medical department of Kyiv University. In 1921-1923 – professor of the Kyiv University. In 1 924-1 933 he worked in Kyiv Roentgenological and Kyiv Bacteriological Institutes. His works generally devoted to experimental study of the tumors and met of tissue culture in vitro. He studied the nature of tissues malignant growth and ways of influence upon this proc He was first to pass from pure morphological tissues’ study in vitro to the study of their biochemical dynamics; he executed also researches in different questions of endocrinology and microbiology.

1925-1930 years

2.1_9In 1925 famous polish scientist Maria Skladowska-Curie present­ed to the Insitute Radium drug mesothorium and the Institute was renamed into Kyiv X-Ray-radiological institute with 1 2 beds on the base of radiological department of Oktyabrskiy hospital.

The structure:

•   The X-ray department.

•   The X-ray unit with superficial, semi-deep and deep the­rapy.

•   The phisicotechnical Department with dosimetric station and riggin and rapair shop.

•   The department of experemental biology and medicine with biologic and pathoanatomy laboratories.

•   The Educational Unit.

The pathoanatomy laboratory was head­ed by professor P.G. Bereganskiy (later by A.I. Smirnova-Zamkova)

1926 – there was organized the laborato­ries of experemental cancer and biochemis­try in the department of experemental bio­logy and medicine.

From 1926 to 1930 A.P. Aleksandrov and V.M. Tuchkevich worked in the phisicotech­nical department.

1928 – the pathoanathomy laboratory was reorganized into pathomorpho-logical.

In 1 930 – was renamed into 2nd Ukrainian State X-ray and radiological insti­tute.

1 930 – New oncological dispensary with social-pathological department.

The aim of the dispensary:

•   Earle diagnostic of cancer

•   Health assessment of cancer patients

•   Scientific and statistical workup

•   Organisation of the oncological cabinets and X-ray stations in regional and city-centers

2.1_8A.P. Aleksandrov Prominent scientist (physicist), academic (1953). He was one of the main participators of the soviet nuclear project. He founded the first nuclear station in Obninsk. By the initiative of Aleksandrov was organized the first nuclear navy. During Word War II he was in charge of the works devoted to the defense of ships against magnetic bomb and torpedos. From 1960 A.P. Alek­sandrov is a director of the Institute of nuclear energy named af­ter I.V. Kurchatov From 1 975 to 1 986 – the president of the Sci­entific academy USSR.

V.M. Tuchkevich, soviet phisicist, academic AS USSR. From 1967 -he is a director of Leningrad phisico-technical institute. The main works in phisics of semiconductors and creating of semiconduc­tors apparats.

1931-1941 years

2.1_101931 – vacuum-laboratory, glassblowery and mechanical workroom were delivered to the factory «RENTOK» (director J.P. Tes-lenko). Since this year the history of Ukrai­nian medical industry runs. Except the fac­tory «RANTOK», the stomatological borers mill was founded in Kyiv, and in the factory «MEDINDTRUMENT» production of surgi­cal instruments were started. This enterpris­es initiate formation of production associa­tion «MEDAPPARATURA».

A.P. Poterylo was appointed as a director in­stead of J.P. Teslenko.

1931- clinical radiological department in 1 2 beds was opened (in the hospital named after October revolution).

Since 1 933 director is PR. Fishman.

1934- in-patient department in 50 beds with surgical, gynaecological and roentgenoradio-logical therapeutic departments was opened. The head of the surgical and gynaecological departments was G.B. Bihovskyi.

The head of therapeutic department was emi­nent clinician V.M. Ivanov.

2.1_11Since 1 934 – Kyiv roentgen-radiological and oncological institute.

1934 – guide «Malignant neoplasms» (edi­ted by G.B. Bihovskyi and PA. Kucherenko) was published.

Since 1 935 – director is M.l. Shor.

Since 1 936 – director is D.A. Grinevich.

From 1 920 to 1 940 9 thesis were defended, more than 400 roengenologists, 300 oncologists, 500 X-ray laboratorians and technicians were trained.

The year of war

Since the beginning of World War II medical staff and nurses for the most part were drafted into the army, including the director of the Institute of D.A. Grinevich. The Acting Director was appointed E.V. Sukhomlin, who was ordered to:

•   to dismantle and load the part of X-ray-apparatury for evacuation to the east;

•   to Leave all that is necessary for the treatment of cancer patients in the hospital (70 people) and for the newly arriving from the number of re­maining Soviet citizens;

•   in case of capture of an enemy city institution with the clinic as a facility

to transmit under international conventions and agreements on the hospitals in wartime.

2.1_12The occupation authorities ordered in a 3 -day period to release the clinic patients and staff from the building of the institute. Only af­ter lengthy requests they managed to get permission to transfer pa­tients in the dilapidated building bombed Orthopedic Institute on the street. Kozlivka (building № 3 on Parkova alley, where the pre­ventive clinic of «Kyivmiskbud» is situated), to take a X-ray and one X-ray theraputical apparatus. Institute premises and all equipment were looted.

Kiev X-ray radiology and Cancer Institute as a specialized oncology institution continued to exist in extremely harsh conditions and in the years of occupation. On the Great Patriotic War killed many members of the Institute:

•   I.B. Levinskiy,

•   R.K. Kruglikova,

•   N.G. Zilberberg et al.

Tortured or shot in the dungeons of the Gestapo :

•   M.A. Magat,

•   K.L. Korenchevskiy,

•   M.D. Revutskaya,

•   R.P. Sedleckiy etal.

Rehabilitation of the Institute began immediately after the liberation of Kiev.

Order № 42 UKRAINE NKZ November 8, 1943 Acting Director appointed by the

S.M. Yakovenko, who soon drafted into the army and replaces it I.V. Joes. Since 1945, the Director is appointed Doctor A.M. Semenov, Deputy of the scientific part – Professor A.A. Goro-detsky.

The entire 1 944 and part of 1 945. Kiev X-ray Radiology and Oncology institute was in a state of recovery. By the act of 1944 was indicated that material damage to institutions, caused by the enemy, was 3 236 508 rub. Structure of the Institute was in 1 945:

•   X-ray-diagnostic Department (Profes­sor A. P. Efremov).

•    X-ray theraputical Division (A.M. Byk-hovskii).

•    X-ray technice Division and Physics Di­vision (M.S. Ovoshchnikov).

•    Eksperimental Biology Department (A.D. Timofeevskii) with laboratories: tissue culture, clinical, pathologic and mikrofotolaboratory.

•   Dispensary (V.Y Arungazyev).

•   Clinic (chief physician – M.A. Joes):

•   Department of Surgery (Professor ST. Novitsky, chief oncologist NKZ USSR);

•   Therapeutic Division (V.V. Gudim-Levkovich);

•   Gynecology (F. P. Matveev);

2.1_151951 – KSRIECO became the centre of coordination of scientific theme devot­ed to the problem «Cancer and fight against it».

1952 – the beginning of cobaltotherapy.

1954 – IT. Shevchenko was appointed the main oncology HM USSR.

By the derictive 061 HM USSR from 27th of February 1957 organization and methodical management of fight against cancer in the republic was giv­en to KSRIECO.

2.1_16The number of patients increased, but conditions remained unsatisfactory:

Policlinic was situated in the cellar and was too little – several physicians consulted in one cabinet.

•   In-patient department was situated in the barracks-like building which didn’t corre­spond to the modern oncological clinic.

•   Radiological department was often close by the inspections of the protection of the work.

•   In the yard of the clinic was situated factory «REMTOK», the main building of this factory was belonged to the in­stitute. That’s why the conditions for the patients were extremely difficult.

In 1960, the leadership KSRIECO makean appli­cation to the secretary of the Central Committee of Communist Party O.I. Ivashchenko, and depu­ty chairman of USSR Council of Ministers IT. Kalchenko the construction of new premises.

The request is granted, but construction of the complex is transferred to the new­ly established Institute of Experimental and Clinical Oncology (Director – academician R.E. Kavetskii), which was legally organized in 1960.

1 964 – beginning of the publishing of the book of scientific researches «Clinical oncology».

1966  – Kyiv scientific-research institute of experi­mental and clinical oncology (KSRIECO) srarted it’s work on Vasylkovskaja str., director R.E. Kavetskyi.

Opening of new clinic in 200 beds and roentgenora-diological department with modern roentgenoradio-logical equipment.

1967 – beginning of the building of a new complex of premises for KSRIECO.

1968 – interruptions in the building of new premis­es happened in different reasons, mainly because of shortage of work force.

2.1_18That’s why a decision to involve 10-12 institute stuff for building was made. On weekend almost all stuff took part in the work.

The questions of the building were included into agenda of all party meetings, session of Scientific committee and professional meetings.

In January 1969 Institute clinic had moved to the new building. Other depart­ments had moved to the new building partially: directorate, scientific-organizational department, roentgenodiagnostical and roentgenotherapeutical depart­ments, isotope-diagnostic laboratory, general service department.

Physico-technical department, experimental technical workroom, laboratory of experimental cancer, biochemical endocrinological laboratory, vivarium re­mained on Tolstogo str.

 

1970-s years

2.1_19In 1971 was reorganization of KSIRROI and KRIECO. The KSIRRO (  the director of it be­came Pozmogo A.I. was responsible for the workouts ofr the clinical aspects of oncolo­gy, X –ray and Radiology.  That is why clinical de­partments  and radiological units and buildings of KSRIECC  vere given to the organization.

KSRIECO became the Academy and was a par: of SA USSR and named as Institute of oncolo­gy problems.

The building at Tolstogo str., which was a part of history of institute during 50 years in 1 969 was given to Republic scientific medical library.

In 1 971 the new age of the institute began. It became modern scientific research centre, had a powerful equipment and high-qualified staff.

Until 1 980 there were more than 1200 employee. The clinical base was 560 beds.

1980-s years

2.1_211981 – president of AMS USSR, director of VONC Pro­fessor N.N. Blohin visited KSIRROI. He highly appreciat­ed institute’s scientific and practical work.

1986 – staff of the institute actively participated in liq­uidation of consequences of Chernobil disaster at nu­clear station.

In the clinic of the institute were treated firemen, whc put out the fire on 4th reactor. There were performec transplantations of bone marrow to the patients with acute radiation sickness.

In 1986 in 6th Moscow clinic fron 13 patients with this diagnosis after bone marrow transplantation died 11  patients.

In KSIRROI from 11 patients everyone stayed alive a 11 patients.

2.1_22С 1987 – Kyiv scintific research institute of oncology (KSRIO).

Professor V.L. Ganul became the director.

1987 – There was opened the new building of cosultative policlinic.

1989 — The beginning of building of new clinic surgery corpus, but because of de­stroying USSR and economic chaos, there was mortgaged only it’s foundation.

XXI century

2001-2010 years

2.1_25In 2007 Ukraine joined a convention of countries that signed the Charter ol Paris Against Cancer and has committed to prepare a national strategy to figh against cancer.

Resolution № 1186-r (dat 24.12.2007) of the Cabir Ministers of Ukraine, Natical Cancer Institute was transferred to the jurisdiction of the Ministry Health of Ukraine. After this subordination to the jurisdiction of Health in the National Institute is star reforming the cancer field, directed towards the approaching European standards medical care.

In beginning 2008 the Institute was headed by Professor Igor B. Schepotin.

At the ceremonial meeting which was dedicated to the World Day Cancer Control (Febrагу 4, 2009), Ukraine’s President Viktor Yushchenko аannounced Decree № 67/200 (dated February 3, 2009 on granting State Institution

«The National Cancer Institute of the national status and continue to name it – «Nation Cancer Institute».

The Clinic Institute has 600 beds and a polyclinic in which const and receive medical care 400 patients a day. Today, the highest levels of complexity operations are carried out in the Institute.
